Background 

Médecins Sans Frontières (MSF)/Doctors Without Borders is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflicts, epidemics, natural and man-made disasters and exclusion from healthcare in more than 65 countries. MSF offers assistance to people based on need and irrespective of race, religion, gender or political affiliation. 

MSF has worked in India since 1999, providing free-of-charge essential healthcare to people in remote areas, and specialist care for people affected by HIV/AIDS, malnutrition, hepatitis C, antibiotic resistance, tuberculosis, kala azar and sexual and gender-based violence. We also respond to natural disasters and other emergencies, provide mental healthcare and advocate for the development of more effective and affordable medicines to improve access to treatment for people everywhere.

We currently run projects in the states of Andhra Pradesh, Bihar, Chhattisgarh, Delhi, Jammu and Kashmir, Jharkhand, Maharashtra, Manipur, Telangana, Uttar Pradesh and West Bengal. MSF was awarded the Indira Gandhi Prize for Peace, Disarmament and Development in 1996 and the Nobel Peace Prize in 1999.

Job Purpose

Technical focal point for bookkeeping, compliances and MSF India Branch Office reporting in accordance with the MSF guidelines, protocols, regulations and the Indian legislation and supporting Finance Coordinator and Head of Finance & Admin.

Payment Related Financial Management

  1. Ensure accurate recording of financial transactions for all cash and bank and other journals for multiple currencies and for separate year closing for international and local reporting environment in accordance with MSF Chart of Accounts and applicable laws.
  2. Revalidate authenticity of all receipts, invoices, payroll and statutory payment requests submitted by departments. Ensure supporting purchase order/ list/ agreement are available and advise corrections as required to comply with authorization table/ statutory compliances.
  3. Ensure money security including management of cash boxes, advances, follow up of regular payments and expense commitments, purchase procedures, validation and organization of payments.
  4. Plan and monitor cash-flow and ensure sufficient funds are available for operations and follow up on transfers.
  5. Coordination of transfer of funds generated by MSF India to Operations and follow up thereafter and other support to operations.

Donor-related Financial Management

  1. Technical focal point including co-ordination and facilitation of financial part of fundraising accounting with sensitivity to FCRA, Income Tax, etc..
  2. Review and analysis of reconciliations - Fundraising / Finance.
  3. Review processes in line with increasing volumes, implement mission guidelines to ensure management of donor receipts and related transactions and follow up.

Budgetary Management

  1. Validate and provide four-monthly reporting (4M, 8M, 12M) in respect of budgets, forecasts and Personnel costs to Finance Manager/ Head of Finance & Admin.
  2. Monitor expenditures and their appropriateness in line with the projects’ budgets and report deviations to the Finance Manager/ Head of Finance & Admin.
  3. Prepare the Annual Plan (budget) proposal, budget revision and control reports basis FTE detailed working etc. for MSF India Branch Office for all cost centres and consolidated for all three entities.

Financial Reporting (MSF)

  1. Ensure adherence to and consistency of MSF accounting policies from year to year for recording of assets.
  2. Year-wise compilation of fixed assets record sheets and calculation of year-end depreciation and written down value for international and local reporting.
  3. Ensure/perform month and year-end closing procedures.
  4. Supervise prepare and monthly send hard and soft copies of bookkeeping, etc. to ACU as required.
  5. Financial Reporting as per MSF GAAP.

Compliances (Local statutory)

  1. Keep abreast of recent changes and share with Finance team.
  2. Take a lead in Audit – internal, external and assist in Control process ensuring reporting and compliances of Companies Act, Indian Accounting Standards, Auditing Standards, Income Tax, FCRA, Contracts Act, Service Tax and other applicable laws.
  3. Ensure efficient system of filing, archiving and retrieval as per statutory requirement.
  4. Assist and co-ordinate statutory/ Tax/ Amsterdam control audits and reporting, queries and finalization.

General Finance Responsibilities

  1. Implementation and periodic review of guidelines.
  2. Monitor Expats per diems and other payments.
  3. Manage and monitor vendor Contracts’ documentation.
  4. Non ICT troubleshooting of accounting and other software.
  5. Represent MSF to external agencies including: Banks, Lawyers, Chartered Accountants, Government offices including direct Liaising, other MSF offices, etc..
  6. Promptly communicate financial irregularities and potential issues noticed in bookkeeping to Finance Coordinator/ Head of Finance & Admin for further follow up.
  7. Participate and present in Supervisor Member in MT Update meetings.
  8. Take on duties of ‘Finance Manager’ when specifically appointed.
  9. Any other task as may be assigned by Finance Manager/ Head of Finance & Admin.

 

Key Dimensions

  • Day to day monitoring of intricacy of compliances of multiple statutes including Companies Act, Income Tax Act, FCRA and other related acts of the three legal entities.
  • Monitoring budget of eight cost centres.
  • Handling six or more bank accounts.
  • Support for financial matters of around fifty employees and average fifteen volunteers/ consultants.
  • Supervising two Bookkeepers and one Finance Intern.
  • Working as a team of six finance personnel.

Other Indicative Requirements

Educational Qualifications  & Functional / Technical Skills

  • Chartered Accountant/ Cost & Management Accountant with 0-2 years of post-qualification Accounting and Finance experience or
  • ICAI Intermediate examination qualified with 3 years of post-qualification Accounting and Finance experience or
  • Master’s in Business Administration/ Commerce with specialization in Finance with 4 years of post-qualification Accounting and Finance experience.

Other requirements

  • Computer literacy with proficiency in MS Office especially MS Word and MS Excel.
  • Hands on experience in any accounting software.
