Background

Doctors Without Borders/ Medecins Sans Frontieres (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural and man-made disasters and exclusion from healthcare in more than 70 countries. DWB offers assistance to people in need and irrespective of race, religion, gender or political affiliation. Doctors Without Borders has worked in India since 1999, providing free-of-charge essential healthcare to people in remote areas; treatment and care for people affected by HIV/AIDS, malnutrition; hepatitis C, tuberculosis, kala azar and sexual and gender-based violence; an important subject for our action is containing effect of antibiotic resistance. We also respond to natural disasters and other emergencies, provides mental healthcare and advocates for the development of more effective and affordable medicines to improve access to treatment everywhere. 

Doctors without Borders was awarded the Indira Gandhi Prize for Peace, Disarmament and Development in 1996 and the Nobel Peace Prize in 1999. Doctor Without Borders India (DWBI) runs projects in the states of Andhra Pradesh, Bihar, Chhattisgarh, Delhi, Jammu and Kashmir, Jharkhand, Maharashtra, Manipur and Telangana.

Main Tasks & Responsibilities

Purpose of the job

Provide outpatient and inpatient medical care to MSF beneficiaries according to MSF protocols; Ministry of Health protocols and international guidelines and recommendations for hospital care and treatment, values, universal hygiene standards, as defined in the project objectives and operational research.

Functional & Hierarchical Lines

Hierarchically & functionally accountable to Medical Activity Manager (MAM).

Main Responsibilities

  • Apply medical knowledge, skills to diagnose, and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Specific Accountabilities

  • As a medical doctor, diagnose and treat patients with severe COVID-19, according to MSF protocols and under supervision of line management, in an in-patient high dependency unit, which includes;
    • Triage, evaluation and stabilization of in-coming patients
    • Diagnosis and formulation of a treatment plan
    • Periodic monitoring of clinical prognosis and suitably adapting treatment plan
    • Treatment and monitoring with medical oxygen when indicated
    • Application and monitoring of non-invasive ventilation under supervision when indicated
    • Emergency resuscitation if required
    • Recording and Maintenance of clinical treatment record
  • Alternatively, as a medical doctor, treat patients with mild and moderate COVID-19 in home isolation, according to MSF protocols through a mobile response unit, which includes;
    • Triage, screening, testing, evaluation and treatment of COVID-19 patients under home isolation
    • Screening and management of co-morbidities under guidance of experts
    • Educate or supervise the education of home isolated patients/care takers regarding home care and monitoring for red flags during the course of home isolation
    • Monitoring clinical prognosis of COVID-19 and deciding on referral to appropriate levels of care
  • Apply, adhere and monitor infection prevention and control guidelines at all times in clinical and residential settings
  • Collect, collate and report patient clinical data in pre-set formats
  • Support supervisor with;
    • Staff health
    • Data management
    • Management of drugs, medical consumables and supplies
    • Team management, training and roasters
  • Function in close collaboration with nurses and other members of the medical team
  • Participate in routine clinical rounds and case review meetings with supervisors and other team members
  • Participate in routine or job specific training activities
  • Maintain patient-related confidentiality at all times
  • Any other clinical or team management activities assigned by the supervisor

Requirements

Qualifications

  • Bachelor of Medicine and Bachelor of Surgery (MBBS) with a full and final registration with Medical Council of India or any Indian state Medical Councils 

Experience

  • Essential: One year experience in practice of clinical medicine
  • Desirable: Six months experience in an in-patient facility

Language

  • Essential: Written and Spoken skills in English
  • Desirable: Spoken skills in Manipuri
